In 1863, and association of power loom carpet weavers was to be formed in Kidderminster, but it was the manufacturers, in fact, who were the first to form a permanent association. The Power Loom Carpet Manufacturers Association was founded in 1864, and among its aims and objects were:
'The prevention of strikes and disagreements. The control of labour supply. The protection of the trade in matters connected with wages and the employment of work people, as well as the consideration of all subjects directly or indirectly affecting the trade'.
